Julian Way Denver 80236About the Division of Youth Services: The mission of the Division of Youth Services (DYS) is to protect restore and improve public safety utilizing a continuum of care that provides effective supervision promotes accountability to victims and communities and helps youth lead constructive lives through positive youth development. The strategic goal of DYS is to operate healthy trauma-responsive organizational environments as demonstrated through prosocial safe and non-violent interactions.DYS provides a continuum of services that encompass juvenile detention assessment commitment and parole. DYS is the agency statutorily mandated to provide for the care and supervision of youth committed by the District Court to the custody of the Colorado Department of Human Services. The Division operates 15 secure facilities that serve youth between the ages of 10 and 21 who are pre-adjudicated sentenced or committed. For pre-adjudicated youth the Division is also responsible for the management and oversight of the Colorado Youth Detention Continuum; a State-funded locally administered program that provides services to youth at risk of further progressing into the juvenile justice addition to residential programming the Division administers juvenile parole services throughout the State. Provide Oversight of procurement and contracts for 22 judicial districts and several internal procurements. Provide organizational support to the CYDC Advisory Board. Provide leadership and guidance to the CYDC Advisory Board to ensure the group meets its statutory mandates. Statutory mandates include allocation of funding allocation of detention beds annual recommendation regarding configuration of catchment areas review of detention and commitment criteria. Develop policy procedure and program requirements for CYDC. Provide leadership to the network of CYDC Coordinators throughout the State. Develop and effectively manage the budget to expend CYDC resources. Provide direction to ensure that the CYDC program provides services that meet DYS goal of developing and maintain a continuum of quality evidence-supported services. Cultivate and support relationships with other State and private agencies and personnel within the juvenile justice system to receive and maintain their support for the CYDC goals and program. Supervise the Interstate Compact for Juveniles Deputy Compact Administrator and ensure the programs effective operations. Determine needs and develop training opportunities on best practices within the juvenile detention continuum for CYDC program staff juvenile services planning committees and others involved with local CYDC programming. Provide expertise and consultation to local juvenile services planning committees. Coordinate annual CYDC plan reviews. Plan and implement the annual CYDC State conference. Liaison with the larger Department and other juvenile justice stakeholders to problem solve set policy direction and problem-solve.Job Duties -Leadership oversight and management of the CYDC Advisory Board -Ensure the working group carries out statutory mandates e.g. allocation of juvenile detention beds CYDC funds Marijuana Tax Revenue shelter bed funds. Advisory Board membership track tenure solicit and on-board new members. Leadership and facilitation of Advisory Board subcommittees. Track annual statutory requirements for the Board present tasks and decisions to the board in timely manner. Serve as the liaison between the Division and the Advisory Board. Ensure accurate and timely communication of issues needs and challenges. Management of meetings schedule and agenda quarterly Advisory Board meetings organize and prepare the executive committee track initiatives and plans requiring Board attention provide quarterly CYDC Administrator updates prepare the chair/co-chair for meetings. Plan development and reviews develop plan format for the 22 judicial districts work with database provider to ensure the database meets the needs of districts and the Advisory Board. Plan review meetings ensure reviews meet Division and Department contracting guidelines. Development and execution of annual CYDC Statewide training conference.Budget Planning and Management -Oversee the development of the allocation formula for three funding streams. Work with local coordinators on budget development.3. Oversee expenditures on a monthly basis for the 22 judicial districts. Monitor Expenditure Analysis workbooks. Make budget adjustments ensure funds are moved between districts in a timely manner to ensure the appropriation is fully expended. Coordinate with four regional contract managers to ensure contracts are executed timely and option letters and amendments are developed and routed to allow sufficient time for districts to access funds. Manage CYDC operating funds to ensure adequate funding is available for CYDC activities to include but not limited to the Statewide Training Conference.Serve as Subject Matter Expert to Internal and External Stakeholders - Serve as CYDC representative on Statewide committees and workgroups. Provide subject matter expertise on a variety of juvenile justice initiatives issues legislative proposals and problem-solving venues. Provide expertise to the larger Department of Human Services on detention use CYDC policy and practice and in assessing the impact of decisions on local jurisdictions. Provide technical assistance to DYS youth center and regional staff on statutes regarding detention use policy regarding detention use and troubleshooting unusual and emergent circumstances.Supervision-Supervise three FTE.
