Program Manager FAA Airports Program Support Contract LCAT: Program Manager (eFAST) Location: Remote (must reside in the Washington DC metro area) Travel: Occasional travel to FAA Headquarters (Washington DC) as required Position Summary The Program Manager will lead and oversee all activities under the FAA Airports (APP) program support contract ensuring high-quality delivery of program management reporting documentation and analytical support across multiple FAA airport grant programs. The Program Manager serves as the primary interface with the FAA COR Program Office leadership subcontractors and internal staff. Responsibilities include Task Order (TO) execution quality assurance financial oversight and ensuring compliance with all contract requirements as outlined in the SOW. Key Responsibilities Program & Task Order Management Lead overall Task Order execution to ensure timely accurate and compliant completion of all SOW requirements. Participate in FAA Kick-Off meetings Program Management Reviews (PMRs) and other government-led discussions. Provide detailed meeting minutes action tracking and documentation to the FAA COR. Maintain project schedules deliverable calendars risks issues and staffing plans. Reporting & Financial Oversight Develop Monthly Status and Financial Reports (MSFRs) covering work completed planned activities risk identification expenditures and CLIN tracking. Monitor program financial performance including labor hours spent/remaining funds and projected expenditure timelines. Ensure transparency and accurate communication with the FAA regarding contract performance. Quality Assurance Develop maintain and update the contract Quality Control Plan (QCP) in alignment with the Governments QASP. Oversee quality assurance processes standards compliance and corrective actions for any performance issues. Ensure all deliverables meet FAA formatting accessibility and policy requirements. Team Leadership & Stakeholder Engagement Manage a multi-disciplinary team including analysts technical writers GIS specialists auditors and BCA experts. Provide clear direction workload planning performance oversight and subcontractor coordination. Serve as primary liaison with FAA leadership field offices and stakeholders. Compliance & Documentation Ensure all work products adhere to federal FAA and contract-specific requirements. Support the integration of deliverables into the Project Management Plan (PMP) and ensure consistent documentation practices. Maintain up-to-date knowledge of FAA airport programs policies orders and guidance. Required Qualifications Bachelors degree from an accredited U.S. college or university. 15 years of program management experience preferably supporting large complex federal contracts within transportation aviation or infrastructure programs. Active PMP PfMP or PgMP certification (must remain active throughout performance). Demonstrated experience managing multi-year federal contracts with reporting financial management and quality oversight responsibilities. Strong leadership communication client engagement and risk management skills. Ability to work remotely while being located in the Washington DC metro area. Ability to travel to FAA Headquarters occasionally as required.
