PROJECT MANAGER SENIOR WPB Adm Headquarters (B2) 4588BR Job Description This position will report to the District's Headquarters in West Palm Beach. This experienced recreation project manager position participates in complex projects administered by the Land Stewardship Section and performs a variety of functions to ensure public use and recreation projects on District lands are properly managed and delivered. This position conducts a wide range of technical and project management activities requiring a comprehensive knowledge of recreation facility development and public recreation planning and administration principles and expertise acquired through a combination of past work experience and formal educational training. This position serves as lead project manager for complex public use and recreation planning activities, reviews project plans and provides recreational planning guidance for state and federal water resource projects, and serves in a lead role in designing and managing the development of recreation capital facility projects on District lands. Duties includes reviewing and making recommendations for public use policy and rule changes, preparing detailed public use planning documents, contract management, conducting and presenting at internal and external project meetings and workshops, participating in interagency working groups, and adhering to changes in project scope and timelines. The position involves, working in a collaborative manner to resolve potential project design conflicts in order to incorporate recreational features in project planning documents, and ensuring consistency between recreational programs and District policy and rules. This position provides District-wide outdoor accessibility technical guidance for project design and construction, issues permit accommodation, and ensures recommendations are consistent with local and federal regulations and laws. Incumbent is responsible for managing recreation capital improvement projects including project design and engineering staff coordination and review, contract execution, procurement, permitting, and construction oversight. This position provides project management support and decision making throughout the cycle of the project and assures construction deadlines and cost projections are met. The position assists with the development of public use signage consistent with District policies and rules. Incumbent shall possess strong organizational and written and oral communication skills and the ability to work productively in a group setting with co-workers and outside agencies. Additional desirable skills and experience include GIS mapping, developing interpretive public use signage, and/or environmental public outreach. Assignments for developmental purposes may include some work that is typical of a higher-level project manager and planning level position. The hiring range for this position is $87,006.40 to $90,272.00 (based on education and years of relevant work experience). Employment Guidelines: Recreation Project Manager: Typically has a Bachelor's Degree in project management, recreation planning or a related discipline and a relevant specialty license or a Master's Degree in a related discipline and 6+ years of experience that demonstrates measurable career progression within the field of recreation capital development, outdoor planning, and project management. Recreation Planner: Typically has a Bachelor's Degree in Urban/Regional Planning, Natural Resource Management, Recreation Planning or a related discipline and 4+ years of experience that demonstrates measurable career progression within the field of recreation and outdoor planning, natural resource planning, or outdoor capital improvement planning. License(s) / Certification(s): Valid State of Florida Driver's License required. Physical Requirements/ Working Environment: The work environment is a combination of office and field work, with regular exposure to a hot and humid environment in remote and heavy vegetative areas, with exposure to stinging/biting insects, snakes, and alligators. May be required to lift up to 40 lbs. Due to the District's response role and in the total scope of emergency management, this position may, at times, be required to provide support before, during and after major storm events and emergency situations, such as hurricanes or other declared emergencies. This position is a member of the Emergency Debris Operations Team.
