The Project Officer will serve as SETA Acquisition support staff for various quick reaction programs (POR ONS QRC) and will perform continuous management and review of cost schedule performance and supportability of projects/programs/products as they transition through the acquisition life cycle from research development production fielding and sustainment. The Project Officer must have Earned Value Management (EVM) experience.Essential Duties and ResponsibilitiesCoordinate and develop procedures relating to acquisition financial management implementation distribution and logistical support for hardware software supplies and services required by projects.Plan conduct and/or direct highly complex reviews and initiate reports which are provided to higher headquarters and other commands with recommendations on best courses of action.Prepare and evaluate Earned Value Management (EVM) for programs.Review input from team leaders at integrated logistics systems sites worldwide for appropriateness of requests availability of resources and compatibility with the integrated logistics effort.Analyzes and evaluates project development progress and performance. Supports periodic reviews with appropriate representatives to determine status of overall project and major milestones; ensure coordination for orderly phasing of all actions and detect potential slippages in advance; identify potential increases in cost; and ascertain appropriate action required to maintain or improve project schedules. Reviews and monitors all critical project documents.Plans organizes and evaluates the work of participating members and organizations that have relationships to the project. Applies a broad knowledge of program management to accomplish the management and administration of assigned projects.Reviews program documentation and makes decisions concerning long-range plans policies and schedules to improve the programmatic and technical effectiveness of the management team.Conceives new approaches to various near term and long-range projects and presents to the Integration Division Chief for approval. Advises the Integration Division Chief and project management staff concerning program and financial management engineering development and logistics support of assigned projects.Provides guidance to activities supporting the project to ensure proper balance consistent with requirements and available resources.Performs other duties as assigned.RequirementsMinimum Active Secret. TS/SCI preferred.B.A. or B.S. in any disciplineExperience in Army Acquisition Program Management.Knowledge of Program Management.Full range of program management principles and practices to include budgeting planning staffing funding and managing resources for matrix support contractor and external PMs.Ability to work on multi-functional teams experience with developing program plans integrated master plans and integrated master schedules.Experience in QRC programsPreferred:Familiarity with acquisition lifecycle managementPMP or DAWIA CertificationPhysical requirements for the job include sitting standing and lifting to 30 pounds.Ability to work in an office/lab environment.Work Location: Aberdeen MDEmployment Type: Full-time Salary-ExemptBenefits Package: We offer a top tier benefits package which includes medical dental vision PTO employer matching retirement plan and more!We are an equal opportunity employer. The projected compensation range for this position is $108577 - $251481 (annualized USD).
