About this Job The Office of State Resources (OSTR) is responsible for the stewardship administration and strategic management of Louisianas publicly owned land mineral water and subsurface assets for energy-related development. At the direction of the State Mineral and Energy Board (SMEB) the Office supports the full lifecycle of public resource management beginning with the initial bid and contract evaluation negotiation and title verification.This position is located in the Surface Unit of the Land Administration Division within the Office of State Resources in Baton Rouge LA. The incumbent supervises Public Lands Analysts and reports to the Petroleum Lands Director. The position manages and supervises the use of publicly owned lands and water bottoms with respect to servitudes and rights of way providing information and guidance to individuals and corporations seeking direction related to land rights and permits required for mineral storage and energy-related proposed projects such as pipelines and oil and gas production facilities on State-owned property.Minimum Qualifications Six years of experience in a lands administration field; ORSix years of full-time work experience in any field plus three years of experience in a lands administration field; ORA bachelors degree plus three years of experience in a lands administration field; ORAn advanced degree plus two years of experience in a lands administration field.EXPERIENCE SUBSTITUTION:Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.Experience in lands administration field includes but is not limited to: experience in land title research land abstracting related to surface mineral and leasehold ownership (oil and gas sector) property record management or real estate; land appraisal experience as a licensed appraiser; land surveying experience as a licensed surveyor; and land public document administration experience in a government position.Job Specification The official job specifications for this role as defined by the State Civil Service can be found here.Job Duties and Other Information Duties and responsibilities include but are not limited to the following:Oversees the permitting and leasing of State-owned lands and water bottoms for mineral storage and energy-related structures for servitudes and rights of wayMonitors proposed or previously constructed projects or encroachments on State-owned lands and water bottoms to identify land rights and regulatory permits requiredReviews material that include but is not limited to construction plans and drawings surveys and cross-sectional plans legal property descriptions and land surveys State mineral lease records containing active and terminated mineral leases and servitudes terms and provisions contained in mineral leases and servitudes.On a project basis gathers coordinates and presents State-owned land and water bottom encroachment information including information extracted from abstracts of title and limited title chains adjacent property ownership information property descriptions etc.Coordinates and takes a lead role in title controversies land rights contract breaches cancellations and terminations unauthorized encroachments and potential litigation and eviction proceedings related thereto.Consults with office staff attorneys with the department Legal Division and the Louisiana Attorney Generals Office public officials and other agency representatives.Formulates implements and ensures compliance of policies and procedures in regards to land rights required for proposed projects and existing encroachments on State-owned lands and water bottoms within confines of the requirements of Federal and State laws.Monitors and reviews appropriate recordkeeping of land rights information to log newly issued permits rights of way leases land sales boundary agreements and other agreements.Offers assistance to representatives of business interests of various industries private parties federal and state agencies and parish officials regarding general questions in relation to policies procedures and requirements and in obtaining forms associated with various land rights contracts and land rights related needs.Other duties as assigned.POSITION-SPECIFIC DETAILS:Appointment Type: ProbationalCareer Progression: This position does not participate in a Career Progression Group.Work Schedule: Work hours are flexible.Compensation: The salary offered will be determined based on qualifications and experienceLouisiana is a State As a Model Employer (SAME) that supports the recruitment hiring and retention of individuals with disabilities.
