Position Summary:
We are seeking an experienced and dedicated Regional Property Manager to be based out of our regional asset office in the Portland/Hillsboro metro area. This is an on-site, non-remote position. While our central corporate infrastructure is based out-of-state, this role serves as the physical anchor for our Oregon operations. The ideal candidate will be a high-accountability leader who balances local office presence with regular site travel to directly oversee operations, compliance, and team performance across our designated Oregon portfolio.

Position Summary:

Key Responsibilities:
- Portfolio Oversight: Provide comprehensive operational, financial, and regulatory leadership for a dedicated portfolio of affordable housing properties across Oregon, utilizing the local asset office as your primary operational base.
- Agency & Program Compliance: Ensure 100% compliance across all properties with specialized housing program requirements, including HUD, Section 515 / Rural Development (USDA), Low-Income Housing Tax Credit (LIHTC), and HOME program guidelines.
- Financial Performance: Manage regional portfolio budgets, monitor revenue collection, optimize occupancy, and control operational expenditures to maximize asset performance. Analyze monthly financial statements and variance reports.
- Active Field Leadership: Maintain a highly visible presence across the portfolio, dividing time between the primary regional office and traveling to properties to audit on-site operations, inspect physical asset conditions, and mentor site staff.
- Staff Management & Development: Recruit, train, and hold accountable local Property Managers, leasing agents, and maintenance personnel. Foster a collaborative, high-performance, and service-driven team culture.
- Agency & Tenant Relations: Act as the primary regional liaison for state housing finance agencies (OHCS), local housing authorities, inspectors, and community partners. Resolve escalated tenant relations and legal issues in strict compliance with Oregon landlord-tenant laws.
- Technology & Platform Administration: Utilize property management systems (Yardi Voyager and RentCafe) to track operational metrics, approve workflows, and ensure precise data integrity across all regional sites.
Qualifications:
- Minimum of 4-6 years of progressive experience in multifamily property management, with at least 2 years in a regional or multi-site supervisory role.
- Deep knowledge and direct experience managing affordable housing programs (HUD, Rural Development, LIHTC, and Tax Credit compliance).
- Strong financial acumen with extensive experience in budgeting, forecasting, and expense management.
- Advanced proficiency with property management platforms, specifically Yardi Voyager and RentCafe.
- Excellent leadership, communication, and conflict-resolution skills.
- Certified Apartment Portfolio Supervisor (CAPS), Specialist in Housing Credit Management (SHCM), or equivalent industry designations are highly preferred.
