The RCEsupervisor assists the Deputy Program Managerwith the management planning and supervision of staff and operations withinthe Wastewater Compliance Division. Theincumbentin this positionis expected to be reachable to supportafter-hours responses as needed.The WastewaterCompliance Division is responsible for statewide inspection and compliancemonitoring activities at municipal and industrial wastewater treatmentfacilities ensuring compliance with State and federal environmental laws andregulations concerning water pollution control through various enforcementstrategies.Work duties may involveexposure to uncomfortable or unpleasant surroundings including:Field Work: Consultations in inclement weather within wetlands sewage treatment plants or similar environments.Hazards: Potential exposure to chemicals dust or odors.Physical Exertion: Heavy lifting climbing traversing rough surfaces rock-lined ditches and crossing streams.Sampling: Handling chemical testing agents and taking samples involving potential exposure to harsh chemicals and toxic byproducts requiring the use of protective equipment such as goggles and gloves.The incumbent in thisposition may drive a State vehicle. If you maintain anout-of-state driving license you must provide a certified copy of your drivingrecord from the appropriate Motor Vehicle Administration at the time ofappointment. Individuals must maintain a drivers license with no more than 5points on their driving record in order to drive a State vehicle.MINIMUM QUALIFICATIONSApplicants must satisfy the minimum qualifications to be considered for this position and move forward in the hiring process. Please read all requirements before applying.Education: A Bachelors degree in engineering or architecture from an accredited college or university.Experience: Four years of engineering or architectural experience in pollution control waste remediation resource conservation environmental protection or public health and safety to ensure regulatory or quality compliance with engineering or architectural standards practices principles and methods.Notes: 1. Candidates may substitute the possession of a Bachelors degree from an accredited college or university with at least20 credit hours in engineering and two years performing engineering or architectural work in pollution control wasteremediation resource conservation environmental protection public health and safety or a related area for the required education. may substitute the possession of a Masters degree in engineering or architecture from an accreditedcollege or university for up to one year of the requiredexperience.3. Candidates may substitute the possession of a currentProfessional Engineer or Professional Architect registration in the State of Maryland or in a state with comparable requirements may be substituted for the required education and one year of the required experience. may substitute U.S. Armed Forces military service experience as a commissioned officer in Engineering and Architecture classifications or Engineering and Architecture specialty codes in the Environmental field of work on a year-for-year basis for the required experience and education.DESIRED OR PREFERRED QUALIFICATIONSPlease note that your answers to the supplemental questionnaire must correspond to the information provided on your application to receive credit.Prior experience supervising technical and administrative personnel.Strong interpersonal leadership planning and organizational skills.Strong written and oral communication skills to engage with a wide variety of stakeholders including permittees environmental groups the public federal and local governments and other State agencies.Technical experience applying State and federal laws and regulations such as the Clean Water A NPDES permits water quality and other science-based permits laws and regulations.Experience with administrative civil and criminal legal processes and working with the Office of the Attorney General.Experience with EPA databases such as ICIS ECHO NetDMR and MDEs ETS database.LICENSES REGISTRATIONS AND CERTIFICATIONS Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operators license valid in the State of Maryland. SPECIAL REQUIREMENTS Employees in this classification may be subject to call-in twenty-four hours a day and therefore may be required to provide the employing agency with a telephone number where they can be reached.
