This includes attendance participation and contribution in local safety committee meetings as needed.Job SummaryThis position will support data-driven decision-making in pursuit of translating the vision and goals set by the Governor Secretary MBTA Board and General Manager into a tangible portfolio of capital programs and projects known as the Capital Investment Plan. The CIP is a short-term financially constrained capital plan that allows the MBTA to execute its strategic priorities. The Analyst will work with the CIP development team as well as other stakeholders across the MBTA responsible for capital policy finance strategy and delivery to support the annual CIP development process and related analyses of the MBTAs capital investments. The Analyst will also assist in the preparation of public presentations and materials to help communicate the goals and contents of the CIP.Candidates should demonstrate experience in data analysis project and stakeholder management and development of public-facing content. Candidates should also be comfortable working independently on a team and across a wide range of internal and external stakeholders and should be able to learn new systems and tools with limited direction. Candidates should be able to draw insights and conclusions from limited or imperfect information and translate complex concepts and datasets into clear digestible communications. Strong quantitative and qualitative analytical skills as well as written and oral communication skills are required.Duties & ResponsibilitiesSupport the Capital Program Planning team in the development of the MBTAs five-year CIP working closely with the MassDOT/MBTA leadership team capital asset owners project managers and other internal and external stakeholders.Support the annual intake of new capital funding requests and assist in prioritizing projects for funding.Perform analysis of available data as it relates to the MBTAs capital program including but not limited to project schedule and milestones financial data asset data and spatial data.Support the development of executive-level and public-facing presentations memos and other materials produced by the Capital Program Planning team.Support the development and implementation of models or tools for estimating project costs and benefits life cycle cost analysis geospatial analysis and asset performance.Assist in the implementation of new technology solutions and business processes to improve the quality of analysis and inform decision-making regarding the MBTAs capital program.Assist in data visualization mapping and the design of public-facing materials to analyze capital investments and generate content related to the CIP.Identify opportunities to improve MBTA policies and processes to maximize the impact of capital investment.Adhere to rules regulations collective bargaining agreements (if applicable) and policies of the MBTA including the EEO anti-discrimination anti-harassment and anti-retaliation policies.Perform all other duties and projects that may be assigned.Minimum Requirements & QualificationsBachelors degree in urban or regional planning public policy finance economics engineering or a related role from an accredited institution.Four (4) years of relevant experience in a planning public policy financial engineering quantitative analysis and/or research-related role.Effective organizational analytical writing multi-tasking and time management skills.Advanced skill in MS Office Excel PowerPoint and data visualizations applications.Demonstrated ability to organize data communicate insights and conclusions and exercise effective problem-solving skills.Demonstrated ability to communicate and present effectively to a diverse group of stakeholders synthesize information and translate complex topics into a format that is digestible and accessible.Demonstrated ability to think strategically and work in a team environment.Demonstrated ability to work effectively with a diverse workforce.Substitutions IncludeA High School Diploma or GED with an additional seven (7) years of directly related experience substitutes for the bachelors degree requirement.An associate degree from an accredited institution and an additional three (3) years of directly related experience substitutes for the bachelors degree requirement.A masters degree in a related subject substitute for two (2) years of general experience.A nationally recognized certification or statewide/professional certification in a related field substitutes for one year of experiencePreferred Experience and SkillsExperience in a capital planning role at a federal state or local public agency is preferred.Experience working with ArcGIS Suite e-Builder and/or Tableau is other circumstances that may potentially impact service or the safety of service.Intern / co-op staff must be enrolled full or part-time in an accredited educational program and maintain a cumulative GPA of at least 2.5 for the entire duration of the internship / co-op.
