The Position This is a continuous filing exam. Next filing cut-offs are at 5:00 pm on:12/3/2025 12/17/2025 (final)Under direction conducts research statistical analyses and economic feasibility studies relating to existing and new airport services including airline passenger air freight on-airport facility and business development and airport ground transportation services; performs property and tenant management activities including the negotiation of airport leases and agreements development of rates and charges schedules development of the lease documents and monitoring the implementation of lease terms; and performs a wide variety of tasks involving air trade development programs multimedia advertising campaigns and other marketing programs to foster the expansion of aviation services and facilities for Sacramento County-operated airports.Examples of Knowledge and AbilitiesKnowledge ofAirport enterprise financial management practicesAirport property management principles and practicesPrinciples and techniques of marketingIndustry trends analysis; airport rates and charges theoriesAirport and air carrier operationsResearch statistical analysis and forecasting methodsRetail leasing and property/tenant management practicesFederal Aviation Administration and Department of Transportation rules and regulations pertaining to public airportsCommercial air carrier facility needs and requirementsElectronic computer data processing methodsVerbal presentation and visual communication techniques necessary for conducting promotional programsAbility toManage several complex projects concurrentlyLead an interdisciplinary teamProduce implementing directives and coordinate the activities of staff and consultantsNegotiate contractsNegotiate retail leases and manage property tenantsPlan and implement comprehensive research studiesReview data analyze results and arrive at logical conclusionsDetermine alternative courses of action; make recommendationsWrite logical comprehensive concise reports and correspondenceMake effective presentations of conclusions and recommendations orally and in writingEstablish and maintain effective and cooperative working relationshipsUse a computer for statistical analysesEmployment QualificationsMinimum Qualifications1.Either:ABachelors Degree or higher in the field of Airport Management Business Administration Public Administration Economics Finance Communications Marketing or a closely related fieldAndTwo (2) years experience in an administrative financial economic analysis or marketing position at the journey level or higher in the commercial aviation industry retail property/tenant management commercial real property leasing or a closely related field. Such experience must be comparable in nature and level of difficulty to the duties of Airport Economic Development Specialist.2.Or:One year as an Airport Economic Development Specialist in Sacramento County service.NOTE:Additional relevant full-time experience may be substituted for the Bachelors Degree on a year-for-year basisNote:If the word experience is referenced in the minimum qualifications it means full-time paid experience unless the minimum qualification states that volunteer experience is acceptable. Part-time paid experience may be accumulated and pro-rated to meet the total experience requirements.Note:If the minimum qualifications include an educational or certificate/license requirement applicants must submit proof of requirements with the application. The candidates application or other materials will not be included in this examination. Therefore the candidates responses to the supplemental questionnaire should be thorough detailed and complete. The score from the Formula Rate Examination will determine the ranking on the eligible/employment list for this job.All candidates competing in the testing process will receive written notice of their examination results by email. Notices can also be accessed in their inbox. Applicants achieving a passing score will be placed on the eligible list in rank order.
