Are you a procurement officer experienced with the entire contract life-cycle and contract management for term contractsDo you have experience conducting construction procurements and using IFBs and RFPs to procure complex goods and servicesCome join DGS as aSenior Procurement Officer!Title:Senior Procurement Officer - 0P007State Role Title:Procurement Officer IIHiring Range: $77150 - $83430Pay Band:5Agency: Department of General Services(DGS)Location:Richmond VAAgency Website:Recruitment Type:General Public GThe DGS Office of Procurement Services (OPS) is hiring for aSenior Procurement Officer to procure complex goods and services including construction and professional service procurements.The Office of Procurement Services supports DGS by ensuring all procurement laws are always adhered to by implementing and executing good procurement practices within OPS and in the divisions where procurement delegations have been granted.ThisSenior Procurement Officer is an advanced level professional purchasing position on the OPS team responsible for the procurement of non-professional services and complex goods including complex construction procurements. They will also provide training and guidance to customers suppliers contractors supported Agencies and business units including the DGS Division of Fleet Services Division of Real Estate Services the Office of Information Systems & Services the Virginia Distribution Center and more.Job duties include but are not limited to:Procure complex goods and services as assigned through competitive sealed (IFB) or unsealed bidding (QQ) competitive negotiation (RFP) sole source and emergency methods consistent with the Virginia Public Procurement Act (VPPA) Agency Procurement & Surplus Property Manual (APSPM) Construction & Professional Services Manual (CPSM) and other relevant policies and procedures.Ensure all contract management activities are accomplished in an accurate manner all actions are annotated in Contracts and Procurement Files as established within DGS policy and procedures and all contract management responsibilities are fulfilled as outlined in DGS Policy PR-1 and PR-3.Review contracts to determine contractual compliance and take appropriate action to address vendor performance or compliance issues.Act as liaison between the departmental contract administrator end user and vendor to resolve contractual or invoicing disputes.Provide individual training to assigned eVA users and training on SWaM plans goals and outreach to DGS customers and staff as required or requested.Provide customer support to assigned agencies and business units.This position will be located in Richmond Virginia and must report on-site. Additionally supplemental bus passes ride share or parking are available and DGS is a qualifying employer for the Public Service Loan Forgiveness Program.Minimum RequirementsExtensive knowledge of public procurement policies regulations and procedures.Experience executing highly complex procurements for complex goods and services from start to finish including experience with advanced level procurement principles practices and methods such as Requests for Proposals and Invitations for Bids.Experience executing construction procurements.Extensive knowledge of contract law and the entire contract life-cycle from creation to close-out including the ability to develop and administrate complex contracts.Experience with contract management including term contract management and coordinating actions and activities between business staff management and contractors to successfully resolve contract disputes.Excellent interpersonal and communication skills including experience negotiating complex contracts.Ability to apply critical thinking skills to resolve complex problems.Ability to plan monitor gather and coordinate information and prioritize between multiple requirements objectives projects and tasks.Advanced knowledge and demonstrated skills in Microsoft Office (Word Excel SharePoint and PowerPoint) and Adobe.Visa sponsorship will not be provided for this position now or in the future.
