The Senior Proposal Writer is responsible for the development of persuasive and compliant content development in support of proposal efforts. Working closely with cross-functional teams, the Senior Proposal Writer collects information, develops proposal strategies, and crafts compelling narratives to showcase our company's strengths and solutions. The Senior Proposal Writer plays a critical role in driving the success of our business by delivering high-quality proposals that meet client requirements and objectives. ITC is located in Fairfax, VA and offers outstanding compensation and benefits plan and a challenging and rewarding professional work environment.ResponsibilitiesReviews and analyzes solicitation and scope requirements for proposal efforts.Coordinates with the Proposal Manager and assigned technical and management stakeholders to develop annotated outlines that adhere to solicitation and scope requirements for simple and complex proposal responses.Performs end-to-end writing support for major proposal sections and volumes, including planning, prewriting, drafting, revising, editing, and incorporating comments and suggestions for proposal sections, including technical, management, past performance, resumes, and executive summaries as needed.Prepares data calls to obtain relevant information to support content development.Provides copy editing and proofreading support to ensure proposal content is clear, concise, accurate, and error-free before submission.Collaborates with assigned proposal stakeholders, including facilitating knowledge interviews, participating and facilitating solution sessions, and working to resolve any content gaps during the proposal effort. Supports key messaging to include win themes, strengths and benefits, and differentiators with the BD/Capture team, which includes leveraging ITC's program portfolio.Develops writer's packages that include graphic mockups, content/story ideas, action captions, and graphics.Provides guidance to team members to support compliance, clarity, readability, and messaging. Supports basic formatting and desktop publishing during the proposal development effort.Uses ITC Proposal Library/Knowledgebase, government websites, and technical sites to support the development of content during a proposal effort. Develops a solid understanding of ITC's program/project portfolio of all active contracts. Supports walkback activities as assigned during the proposal process to include selecting reuse boilerplate. Facilitates and leads updates to ITC proposal content, including recruiting, retention, past performances, etc. Other content development duties, as assigned.QualificationsREQUIRED:Bachelors Degree in Creative Writing, English, Communications, or other technology or business related field.APMP and/or Shipley Trained certifications, required; additional APMP Micro-Certifications, desired.5+ years of experience in proposal development. Demonstrated writing mastery across genres: federal proposals, plus at least one of creative, business/professional, or technical writing. Ability to show voice control and adapt tone to agency, evaluator, and volume type (e.g., Management, Staffing, Past Performance). Applied AI experience or explicit willingness and plan to adopt: has real examples of using LLMs to accelerate compliance matrix creation, outline generation, section drafting, win theme testing, and copy editing-while maintaining human governance and voice. Advanced Word/Acrobat skills: styles, multi-level headers, ToC, cross-references, tracked changes discipline, Compare, accessible PDFs, and Section 508 remediation basics. Evidence of publication-quality work: at least one published piece (trade press, white paper, thought leadership, journal, or similar) or a portfolio that shows polished, externally consumable writing. Graphics collaboration: capable of writing graphic briefs (purpose, takeaway, callouts), titling, and partnering with design to turn complex processes into clean visuals. Comfortable producing multiple, successively stronger drafts with each pass tightening compliance and discriminators while increasing quantified proof points and improving clarity. Skilled at SME interviews: prepares questions, probes for outcomes and metrics, resolves contradictions, and converts anecdotes into quantified proof points. Knowledge of the federal procurement process, including application of solicitation, statement of work, and performance work statements to proposal response development. Strong from-scratch creator and ruthless editor: can build outlines and compliance matrices, draft compelling copy from a blank page, and also elevate SME drafts and AI drafts through structure, logic, and style. Strong organizational, time management, and prioritization of task activities to support a fast-paced, deadline-driven environment. Ability to collaborate with multiple stakeholders and communicate effectively across customers and proposal responses. Ability to analyze complex data and information from multiple stakeholders, consolidate it into clear, accurate content, and identify gaps. Strong expertise in government proposal writing with a focus on information technology solutions.Demonstrated proficiency in MS Office 365, including MS Word, PowerPoint, SharePoint, OneDrive, and Adobe Suite (Adobe PDF). Adaptable to new internal technology-driven tools (e.g., AI writing tools, online procurement systems).Candidates will be required to providing writing samples as part of the application process to demonstrate their proficiency in government proposal writing and IT solution documentation.
