Job ID:113361The Leonardo DRS Naval Power Systems business is a trusted provider of innovative naval gas and hybrid power systems, control technology and support solutions for the U.S. Navy and navies around the world.Job SummaryDRS NPS has an immediate need for a Subcontracts Administrator to conduct proposal preparation, subcontract negotiation, and administration of complex subcontracts. Develop subcontract specifications, requirements, statements of work, and terms and conditions for the procurement of materials, equipment and services in support of multiple contract types. This is a primarily work from home position with local travel to our Fitchburg, MA facility when required for business reasons including all hands / quarterly meetings, vendor travel to our facility, customer engagement on site, training/teambuilding activities, etc.Job ResponsibilitiesConduct proposal preparation, subcontract negotiation, and administration of complex subcontractsDevelop subcontract specifications, requirements, statements of work, and terms and conditions for the procurement of materials, equipment and services in support of multiple contract types.Provide strategy and recommendations to internal staff and subcontractors on procurement issuesSelect or recommend subcontractorsEvaluate proposals and monitor company performance on subcontract obligations.Prepare contractual documents, including the preparation of subcontract terms and conditions, and assemblesubcontract documentation packageCoordinate additions, deletions, or modifications to subcontractsNegotiate and administer agreements between the company/customers/subcontractors/vendors ensuring adherence to company policy, government specifications and requirementsMonitor subcontract performance on government contractsRespond to standard inquiries regarding subcontract obligations and revisionsMaintain effective internal and external customer relationsPerform special projects as requestedTrain internal staff on subcontract-related topicsSupport, communicate, reinforce and defend Leonardo DRS' mission, values and cultureQualificationsBachelor's degree in related discipline or equivalent experience with 5+ years of related experienceKnowledge of Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations Supplement(DFARS)Basic understanding of contract/purchase order terms and conditions and detailed knowledge of the governmentcontracting process including sole source and competitive procurementsKnowledge of the terms and conditions appropriate for different contract types (FFP, CPFF, CPIF, T&M, IDIQ, etc.) andtheir proper useKnowledge of source selection/evaluation process including cost and price analysisKnowledge of requirements for administration of government propertyKnowledge of government subcontract administration duties including subcontract flow downs, change management,inspection, acceptance, payment, warranty, close-out and records retentionKnowledge of proper drafting, negotiation and use of subcontracts, POs, teaming and other forms of agreementsExcellent verbal and written communication skillsBasic understanding of subcontract/agreement briefings, negotiation and reviewBasic knowledge of monitoring contracts/subcontractsGeneral computer proficiency and familiarity with Microsoft Office programsUS citizenship requiredActive security clearance or ability to obtain a security clearance a plus.U.S. Citizenship required. This position requires an active DOD security clearance or the ability to obtain such clearance within a reasonable time after commencement of employment.The salary range for this position is ($85,600-$122,408). This range reflects the good faith estimate of pay the employer is willing to offer at the time of posting. Several factors can influence the pay scale, including but not limited to: Federal contract labor categories and contract wage rates, collective bargaining agreements, geographic location, business considerations, scope, and responsibilities of the position, local or other applicable market conditions, and internal equity. Other factors include the candidate's qualifications such as prior work experience, specific skills and competencies, education/training, and certifications. In addition to base pay, employees may be eligible for: annual performance-based bonuses, equity awards, and overtime pay (for non-exempt employees as applicable.
