This Opportunity

WSP USA is seeking an experienced and dynamic transportation technology leader to help grow and direct our Northern California Intelligent Mobility team within the Transportation & Infrastructure business line. The ideal candidate is a proven people leader with a strong background in recruiting, mentoring, and developing high performing teams. In this role, you will be deeply involved in pursuing, securing, and delivering innovative projects across Tolling Systems, Intelligent Transportation Systems (ITS), and broader transportation technology operations. Although the primary focus will be on supporting clients across California, there will also be opportunities to contribute to national and global initiatives as a secondary part of the role.

The ideal candidate will demonstrate a strong history of delivering projects from conception through operations and maintenance, consistently emphasizing client satisfaction, technical quality, and innovative approaches. They will oversee project scope, objectives, and requirements, fostering close coordination and alignment with clients and key stakeholders. This individual will guide project teams to track and achieve performance targets, maintain budget, and schedule commitments, and clearly communicate important project updates.

This position may be based out of our San Francisco or Oakland, CA Offices.

Your Impact

Provide technical leadership and oversight for intelligent mobility project delivery, including:

  • Toll collection system design, implementation, and operations.
  • Back-office systems and revenue management.
  • Feasibility studies, assessments, and development of concepts of operations.
  • Traffic management systems.
  • Corridor management technologies and strategies.
  • Roadside technologies and operations.
  • Data collection, analysis, and governance.
  • Enterprise applications and cloud based architecture.
  • Cybersecurity requirements and best practices.

Provide leadership and oversight for intelligent mobility business, including:

  • Build, strengthen, and manage strategic client relationships.
  • Identify, pursue, and secure key business opportunities.
  • Review and contribute to design specifications, calculations, reports, and plans for intelligent mobility projects.
  • Lead and coordinate multi-disciplinary project teams, including internal staff, subconsultants, contractors, and vendors.
  • Develop technical proposals, scopes of work, and cost estimates for upcoming projects.
  • Negotiate contracts with internal partners, subconsultants, contractors, vendors, and clients.
  • Oversee and review invoices across internal teams, subconsultants, contractors, vendors, and clients.
  • Collaborate with cross disciplinary teams, government agencies (e.g., DOTs), and other external stakeholders.
  • Present complex technical and project information effectively to diverse audiences, including executives, client representatives, and public forums.
Who You Are

Required Qualifications

  • Bachelor's degree in computer science, information technology, business administration, engineering, or a related field.
  • Master's degree preferred.
  • 20 years of related project delivery experience.
  • Experience working on projects within California.
  • Proven experience developing and capturing complex project opportunities.
  • Proven experience managing complex projects with budgets, schedules, and technical requirements.
  • Demonstrated ability to hire and develop staff.
  • Demonstrated ability to lead cross functional teams, both internal and external.
  • Strong understanding of project management methodologies and proficiency with project management tools.
  • Excellent written and oral communication, interpersonal, and presentation skills.
  • Ability to work effectively in a dynamic, challenging environment and manage multiple tasks under tight deadlines.
  • Strategic thinker with strong entrepreneurial skills.

Preferred Qualifications

  • Master's Degree is preferred.

Compensation:
Expected Salary (all locations): $210,000 - $431,000

WSP USA is providing the compensation range that the company in good faith believes it might pay and offer for this position, based on the successful applicant's education, experience, knowledge, skills, abilities in addition to internal equity and specific geographic location. WSP USA reserves the right to ultimately pay more or less than the posted range and offer additional benefits and other compensation, depending on circumstances not related to an applicant's sex or other status protected by local, state, and/or federal law.
