Children & Youth Services Full-Time $65,000.00 annually

ABOUT THIS OPPORTUNITY

Somerset County's Children and Youth Services Agency is dedicated to protecting children and strengthening families within the community. As the Agency Solicitor, you will support this mission by providing expert legal counsel and representation in matters relating to child welfare, dependency, delinquency, and proceedings under Pennsylvania law. The Agency Solicitor will also work closely with Agency administration, supervisors, and caseworkers to ensure sound legal practice and compliance. This role offers an experienced attorney the opportunity to contribute meaningful public service through collaboration, advocacy, and professional legal expertise. One position will be filled through this announcement.

PRIMARY DUTIES & RESPONSIBILITIES

The Agency Solicitor provides legal guidance, representation, and support to Somerset County Children & Youth Services to ensure effective and compliant child welfare operations, including:

• Advising Agency administration and staff on legal matters related to dependency, adoption, termination of parental rights, child abuse, expunctions, and child support

• Representing the Agency in court proceedings and administrative hearings before the Court of Common Pleas, appellate courts as necessary, and the Department of Human Services

• Preparing for and litigating contested hearings, including consulting with caseworkers in advance to review evidence, legal issues, and case strategy

• Interpreting and applying state and federal child welfare laws and regulations to ensure Agency compliance

• Training and educating Agency staff on legal processes, requirements, and emerging legal issues impacting practice

• Collaborating with Agency administration and participating in professional meetings related to child welfare law

MINIMUM QUALIFICATIONS

Candidates must meet the following:

• Graduation from a college or university with a degree in law.

• Must be licensed to practice law in the Commonwealth of Pennsylvania.

Other Requirements:

• Valid Pennsylvania driver's license required

• Must pass a background investigation

• A conditional offer of employment will require successful drug screening

• This position falls under the provisions of the Child Protective Services Law ( Under the Law, a conditional offer of employment will require submission and approval of satisfactory criminal history reports including, but not limited to, PA State Police clearance, PA Child Abuse history clearance, and FBI Fingerprint clearance. )

• Must be able to perform essential job functions

• Pennsylvania residency requirement is currently waived for this title
