Whether youre helping to improve schools protect our natural resources or support families in need youre part of something biggersomething that touches the lives of every person who calls Illinois home.Essential Functions Provides legal advice and counsel to the agencys central office management and professional staffProvides advice and counsel to staff of the Division of Licensing regarding any and all questions on licensingrules statutes and proceduresReviews and analyzes proposed legislationProvides legal advice and counsel to program staff concerning any and all questions on adoptions guardianshippermanency goals and other initiativesProvides legal counsel to professional staff concerning any and all questions on adoptions and permanencyissues in developing case presentation and interpreting court orders statutes and regulationsRepresents the Department in administrative hearings and licensing appeals which involve some adversedecision of actions regarding a DCFS license such as revocation placement hold non-renewal license denial etc.Reviews drafts and coordinates with staff the finalization of Department Intergovernmental Agreements andMemoranda of UnderstandingPerforms other duties as required or assigned which are reasonably within the scope of the duties enumerated aboveMinimum Qualifications Requires possession of a valid license to practice law in IllinoisRequires three years of progressively responsible administrative experience in the practice of lawPreferred Qualifications 1 year of experience providing legal counsel regarding legislation administrative rules and procedures to a governmental entity3 years of professional experience as an attorney conducting legal analysis and legal research1 year of professional experience as an attorney addressing licensing/regulatory violations and enforcement matters1 year of professional experience as an attorney presenting and arguing legal cases in court or administrative hearings3 years of professional experience as an attorney working in collaboration with various internal and external entitiesConditions of Employment 1. Requires the ability to pass a background check.2. Requires ability to travel in the performance of duties. Requires appropriate valid drivers license.3. This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.5.
