Job Title: Specialist Industrial SecurityJob Code: 31388Job Location: State College PAJob Schedule: 9/80 Off Every Other FridayJob Description: This position is responsible for supporting and enacting all L3Harris corporate policies including the protection of L3Harris intellectual property. This is a multi-faceted senior role for which the ideal candidate will possess a Subject Matter Expert (SME) level of comprehensive knowledge in the discipline of Industrial Security (Experienced CPSO). The experienced CPSO will be responsible for developing strategizing and managing internal security program policies and procedures in accordance with DoD security policies to include NISPOM JSIG and DoDM 5205.07v1-4 and Intelligence Community Directives (ICDs). This position is responsible for supporting all security-related issues for the Tactical Missions Division located in State College PA. As the Industrial Security Specialist onsite responsibilities include support and execution of all facility security functions including closed area operations personnel security program support physical security information security document control badging and access control. This position implements all requisite national security directives with specific emphasis on NISPOM Intelligence Community Directives (ICDs) and DOD Manuals requirements as applicable. This position exhibits the dedication and expectation of security operational excellence required in a seasoned security professional while working and making decisions independently without direct supervision. The person selected will work as a team player exhibit flexibility set priorities and manage customer expectations in a fast-paced environment. Responsibilities include interacting with internal and external customers or Government security officials in performance of security duties.Essential Functions: Mentor and coach as the Industrial Security subject matter expert with comprehensive knowledge of job area and knowledge of project managementCommunicate within and outside of the organization to explain and influence changes to practices processes and approachesCreate and/or maintains continuity books and procedures for multiple security functionsMake significant improvements in processes systems or productsProvides input into new products/processes and implements operational plans that have measurable impact on business or functional resultsManage large complex project initiatives of substantial importance to the organization with minimal oversight or directionGenerates monthly program review charts while routinely assisting with generating and presenting briefing materialPerform security pre-screening of all potential employees subcontractors and consultantsInitiate maintain and terminate personnel security clearances with the applicable team member in DISS/NBIS to include SF86 and eQIP processingManage all personnel security paperwork for accuracy completion and submissionConduct all security related employee briefings to include indoctrination debriefing courier closed area program access OPSEC Insider Threat derivative classification foreign travel and routine annual security trainingsServe as facilities liaison for restricted areas and issue and track access badges for multiple locationsManage and implement a Security Education Training and Awareness (SETA) programAnalyze and investigate security incidents and violations; prepare internal and external customer reportsPrepare and maintain Fixed Facility Checklists (FFCs) in accordance with customer guidelinesCentrally manage and maintain document control personnel records briefings contracts and other security assets within SIMS to enforce and maintain accountabilityManage and handle incoming and outgoing classified material destruction and other such accountable items such as keys and equipmentOccasionally assist with classified courier duties requiring SCI clearancesPrepare and participate in DCSA and IC community Security AssessmentsExperienced with and understanding of DD-254 security requirements and clausesPhysical security duties include but are not limited to combinations access control systems alarm accesses secure area modifications and buildoutsResponsible for adhering to L3Harris corporate policies on protecting intellectual property PII protection Insider Threat and other such policiesMust be willing to travel to support customer needs Qualifications:Bachelors Degree and minimum 4 years of prior relevant experience or 2 years post-Secondary/ associates degree and a minimum of 8 years of prior related experience. Graduate Degree and a minimum of 2 years of prior related experienceMust hold an active Top-Secret clearance with current in-scope eligibility and a valid SSBIMust be willing to complete a customer-directed polygraph if requiredPreferred Additional Skills:CDSE-certified in FSO Program Management for Possessing FacilitiesAdvanced knowledge of NISPOM requirements and DCSA systems (JPAS NISS DISS)Skilled in ITP planning including CI incident response strategy development and executionExperience serving on an Insider Threat Working Group and partnering with SMO and key stakeholders to sustain site-level ITP complianceProven ability to implement and enforce centralized access control management (e.g. SIMS)Demonstrated success leading Security Vulnerability Assessments resulting in commendable or superior ratingsExperienced in drafting security response statements for RFP security sectionsProficient in the Microsoft Office SuiteStrong interpersonal skills with experience leading and collaborating across diverse multi-disciplinary teamsExceptional work ethic with a strong commitment to operational security and accuracyExcellent written and verbal communication skills for engaging team members customers and senior leadershipStrong organizational decision-making and problem-solving abilitiesAble to operate independently and effectively in high-pressure environmentsKnowledgeable in IC security administrationHolds Security Fundamentals Professional Certification (SFPC)Certified Industrial Security Professional (ISP)Experienced with RMF Framework#LI-FS1Required Experience:IC Key Skills CCTV,Low Voltage,Network Management,IDS,Computer Networking,Field Service,ICD Coding,Military Experience,Security,Security System Experience,Information Security,Troubleshooting Employment Type : Full Time Experience: years Vacancy: 1
