About this Job The Division of Administration/Disaster Recover Unit (DRU) has a vacancy. This job is Unclassified.The Office of Community Development (LOCD-DR) is the administrating agency of Community Development Block Grant Disaster Recovery (CDBG-DR) and Mitigation (CDBG-MIT) grants allocated to the state. The projects and programs funded by these grants address the long-term recovery and resilience of communities affected by Presidentially Declared Disasters. OCDs administration includes program design implementation and close-out of programs representing a total portfolio of over $20 billion.This is a professional position designed to provide analysis of disaster recovery programs and projects to ensure effective implementation of disaster recovery efforts administered by the LOCD-DR. The position will maintain an understanding of federal programs for disaster recovery as well as specific federal and state regulations applicable to the administration and implementation of federal recovery programs and projects.The Division of Administration is the state governments management arm and the hub of its financial operations. Division offices perform a wide variety of activities including the following:Overseeing the states capital construction programWorking to provide state and federal grants for community developmentDevelopment of the state budgetProviding technology servicesGiving agencies guidance in the state purchasing and contracting process as they seek goods and servicesAdministering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanMinimum Qualifications A baccalaureate degree in Business Administration Finance Construction Management Urban Planning Public Administration Engineering or Environmental StudiesSubstitutions:Six years of full-time professional experience in disaster recovery may substitute for degree.Preferred QualificationsKnowledge of Community Development Block Grant Disaster RecoveryKnowledge of Federal Emergency Management Agency Individual Assistance ProgramProfessional experience with communications/public relationsProficiency in Microsoft Office SuiteKnowledge of construction managementExperience in assisting in the development of implementation documentsExperience in assisting with budgets timelines and expendituresJob Duties and Other Information Essential Functions(Duties are illustrative and not comprehensive. Responsibilities may vary with individual assignment.)Oversees monitors and evaluates the administration of disaster recovery and mitigation programs and project operations to ensure compliance with state and federal regulations.Reviews evaluates and provides analysis to management on grantees applications and projects for funding.Provides analysis for the preparation of federal reports as required and of correspondence of a complex and sensitive nature regarding recovery areas and projects.Reviews requests for expenditures of program funds by local governments assigned to caseload.Attends training and technical workshops relevant to disaster recovery and mitigation efforts.Understands and ensures compliance of program priorities policies and processes to provide superior customer service and communication to the programs internal and external partners in a clear and effective manner.Works directly with applicants and program contractors to ensure applications are moving through the respective program in an accurate and efficient manner.Monitors processes and performance of programs primary contractor and provides monitoring reports to manager.Provides situational reports on items that may need to be addressed including but not limited to compliance monitoring and closeout activities.Perform invoice reviews to ensure quality assurance and compliance with contract deliverables have been met. Maintains tracking and reporting of all submitted invoices.Monitors and reports active construction projects as assigned to ensure scope and quality compliance as well as defined construction timelines are being met as outlined for programs. Assists in research for development and implementation of goals objectives policies procedures performance objectives standards and reporting systems for program areas or special projects. Assists with and maintains ongoing policy request updates as well as accurately tracks outstanding policy requests approvals implementation and revision dates.Monitors and evaluates primary contractor staff on project objectives and tasks assigned by supervisor to provide analysis to management on project operations and ensure compliance with program policy and directives.Reviews and draft comments on proposed programmatic specialty areas suggesting alternative courses of action as applicable.Reviewing and approving Cooperative Endeavor Agreements for assigned programs.Assisting in the planning and organization of workshops or technical assistance outreach to grantees sub-recipients local officials consultants and contractors relative to implementation of funded projects.Act as liaison between community groups government agencies the private entities local stakeholders and elected officials in developing watershed-based plans.Coordinating and overseeing on-site visits of sub-recipients/awardees to verify compliance with program guidelines and federal and state regulations.Working closely with data management team to ensure timely and accurate submission of program reports as required.Identify technical assistance needs for sub-recipients/awardees and request assistance if needed.Position-Specific Details:Louisiana is a State as a Model Employer for People with Disabilities.
