Position Summary: Portland Parks & Recreation's Urban Forestry team is growing, and we are seeking a Coordinator II to play a key role in the development and delivery of citywide Street Tree Maintenance (STM) services. This position offers the opportunity to support high-impact program coordination, partner closely with experienced leadership, and contribute to a complex, evolving citywide initiative.

Urban Forestry's Street Tree Maintenance (STM) team will provide comprehensive care for city street trees, including:
  • Proactive street tree maintenance
  • Proactive street tree removals and care
  • Coordination to plant and establish new street trees
  • Coordination with bureau and agency partners operating in the right of way
The team has grown to 8 full-time staff and will continue expanding to implement Portland Clean Energy Community Benefit Fund (PCEF) resourced Street Tree Maintenance program. Under the general supervision of the STM Supervisor and the TMO Manager, the coordinator will support:
  • Planning and development of key STM program components
  • Tree care standards research and development
  • STM pilot project development and implementation
  • Contractor management
  • Internal work sequencing
  • Interagency coordination
This role focuses on operational coordination, contract and program management, and continuous improvement of STM services. The coordinator will help ensure field operations, contracts, and cross-bureau collaboration are aligned to deliver consistent, high-quality, and equitable tree care services.

Key responsibilities also include leading technical requirements for contract development and administration, maintaining technical documentation and standard operating procedures, coordinating with stakeholders, designing and implementing special projects, and contributing to program evaluation, reporting, and long-term planning to support scalable, data-informed service delivery aligned with Urban Forestry and PCEF goals.

What you'll get to do:
  • Coordinate technical requirements for contract development and administration, including task order development, performance tracking, and contractor training support
  • Collaborate with Urban Forestry leadership, procurement staff, and subject matter experts to develop contract scopes, technical specifications, and program improvements
  • Troubleshoot complex operational and service delivery challenges, incorporating field feedback and leadership guidance to adapt workflows and improve program outcomes
  • Lead and support special projects that advance the implementation and continuous improvement of the Street Tree Maintenance (STM) program
  • Lead stakeholder coordination across bureaus, contractors, and community partners; serve as the primary organizer for STM's Technical Advisory Group and the main point of contact for PCEF, aligning priorities, facilitating clear communication, resolving issues, and ensuring successful program implementation and alignment with funding requirements
  • Track, analyze, and report on program performance, including maintenance activities, pilot projects, and contractor deliverables to support data-informed decision-making
  • Develop and maintain technical documentation, including standard operating procedures (SOPs), contract language, and program materials to support consistent service delivery
  • Lead implementation and continuous improvement of SOPs, ensuring alignment across staff, contractors, and program partners
  • Support development of systems and workflows for responsive service delivery, including emerging or request-based maintenance models (e.g., off-cycle or community-identified tree needs)
  • Contribute to long-term program planning and scaling, including evaluation, reporting design, and alignment with PCEF and Urban Forestry goals

Urban Forestry 's mission is to manage and ensure Portland's urban forest infrastructure for current and future generations. Portland's urban forest is valued at over $9.5 billion and comprised of over 1.2 million park trees, 333,000 street trees and 2.9 million private property trees. The Urban Forestry team is responsible for the overall management, stewardship, and improvement of this essential infrastructure. Urban Forestry's work includes delivery of sustainable and equitable forest services to all Portlanders; establishing and enacting best management practices, plans, policies, and technical standards for tree care and protection and urban forest expansion; proposing improvements to the City's tree regulations; providing tree maintenance services including 24/7 response to tree emergencies on City properties and public streets; tree planting and expansion of urban forest services; measurement and assessment of urban forest coverage, health, and services; offering community education and stewardship programs; and oversight and support of the City's volunteer advisory tree board. The following minimum qualifications are required for this position :
  1. Experience independently leading projects, including developing work plans, coordinating with stakeholders, managing contracts, and evaluating outcomes.
  2. Ability to facilitate multi-bureau committees, including establishing clear agendas and expectations, to collaboratively develop shared program standards aligned with City of Portland requirements.
  3. Experience communicating effectively in writing and in person, including preparing technical documents, reports, and presentations.
  4. Knowledge of urban forestry principles, arboriculture, tree maintenance practices, and municipal tree regulations.
  5. Ability to develop, lead, and evaluate program goals and outcomes through an anti-racism and equity lens.
  6. Ability to plan, launch, and scale new citywide programs, including developing workflows, troubleshooting operational challenges, and continuously refining processes to improve delivery and outcomes
