JOB DESCRIPTION
The Program Manager – SUD provides operational and clinical leadership for outpatient and intensive outpatient substance use disorder programs. This role oversees a multidisciplinary team and supports high-quality service delivery, regulatory compliance, and program performance. The Program Manager will provide clinical supervision to registered counselors, support field-based staff, and collaborate with county partners, schools, and community agencies. The ideal candidate is mission-driven, passionate about substance use recovery, and experienced working within Medi-Cal and county behavioral health systems.
Responsibilities
- Provide day-to-day leadership and operational oversight of SUD programs across multiple clinic sites and in the field.
- Supervise and support a multidisciplinary team of approximately 35–40 staff, including SUD counselors, case managers, outreach staff, and administrative personnel.
- Provide clinical supervision to registered and certified counselors and ensure compliance with supervision requirements.
- Support recruitment, onboarding, training, scheduling, and performance management of program staff.
- Ensure high-quality client care, including oversight of assessments, treatment planning, documentation, and service delivery.
- Maintain compliance with all state, county, and Medi-Cal regulations, including Substance Abuse Prevention and Control (SAPC) requirements.
- Utilize and oversee documentation and reporting in county systems and platforms (e.g., PCNX and related databases).
- Ensure accurate eligibility verification, Medi-Cal portal use, and insurance-related processes.
- Partner with county agencies, schools, and community organizations to support outreach efforts and referral pathways.
- Participate in field-based activities, including community outreach events and external stakeholder meetings.
- Monitor program outcomes, productivity, and compliance metrics; implement improvements as needed.
- Support program audits, reporting requirements, and quality assurance initiatives.
- Maintain flexibility to support occasional evening groups or community events.
Qualifications
- Certified Substance Use Disorder Counselor (Required) – must be verifiable through an approved credentialing body (e.g., CCAPP Credentialing or Addiction Counselor Certification Board of California).
- Clinical Supervision Certification (Required) – Certified Clinical Supervisor (CCS).
- Minimum of 3+ years of experience in Substance Use Disorder programs.
- Minimum of 3+ years of management or supervisory experience.
- Experience providing clinical supervision to registered counselors.
- Experience working with Medi-Cal, insurance eligibility systems, and county behavioral health programs.
- Strong familiarity with county systems and workflows related to SAPC and documentation platforms (e.g., PCNX or similar).
- Strong computer and technical skills, including comfort with EHRs and county reporting platforms.
- Bilingual Spanish preferred; proficiency in English required.
- Strong leadership, organizational, and communication skills.
