The Substance Use Prevention Program Health Educator leads the planning coordination and implementation of community-level environmental strategies that reduce substance misuse and related risk behaviors within Salt Lake County. This position works collaboratively with local coalitions government partners schools law enforcement businesses and community organizations to create sustainable policies systems and environmental change. The Health Educator applies prevention science data-driven decision making and inclusive community-informed approaches to improve population health outcomes. MINIMUM QUALIFICATIONSBachelors degree from an accredited college or university in Health Education Health Science Public Health Early Childhood Education Community Health or Behavioral Science and Health with an emphasis in Health Education; OR an equivalent combination of related education and experience.Due to the nature of this position the successful applicant must pass a required background check through fingerprinting and enrollment in the continuous RAP Back (Record of Arrest and Prosecution Back) program in accordance with current County Human Resources policy requirements.A valid Drivers License accepted by the State of Utah is required at the time of hire. A valid Drivers License issued by the State of Utah must be obtained within six (6) months of hire to operate a county vehicle.ESSENTIAL FUNCTIONSDevelops plans and implements health education behavior risk reduction and outreach programs.Assesses health education needs and priorities of various populations using appropriate assessment tools.Develops conducts and evaluates the effectiveness of health education/health promotion programs.Creates marketing and educational materials; promotes events through various marketing methods.Acts as a resource providing links to communities.Creates and implements policy focused on population-based behavior change.Develops and prepares required reports and documents.Collaborates with internal and community agencies to accomplish stated objectives.Acts as a representative of the agency and program.KNOWLEDGE SKILLS AND ABILITIES (KSA)Knowledge of:Health Education theoryPreventive health strategies and risk reduction techniquesTechniques of effective program planning development and implementationEvaluation methodologies including instrument design data collection analysis and reporting techniquesCommunity organization methodsRecent developments in the fields of health education health promotion healthy lifestyle and risk reductionFederal State and local regulations related to medical health care and public lawComputer operations and uses including word processing graphics spreadsheets and presentation designProgram marketing Public relations and media relations methods and techniquesEffective communication techniques including audio-visual usePrinciples methods and techniques of conducting field and/or special studies and investigations using scientific research methods and techniquesMedical terminologySkills and Abilities to:Communicate effectively both verbally and in writingCommunicate and deal effectively with public government business and community leadersUse a word processor/computerPrepare and explain data by written graphic or verbal methodsWork effectively with people from a variety of social ethnic economic educational and professional backgroundsWork with minimum supervision and act independentlyDesign and implement evaluation methodologies scientific studies needs assessments data collection and reporting mechanismsInterpret and follow instructionsWork effectively in team settingsAdditional InformationWork schedule is 30 hours a week during business hours Monday through Friday 8:00 AM to 5:00 PM. Some weekend and evening work may be required due to program needs.The ideal candidate must have strong skills in data interpretation strategic planning organization and project management skills. Must be able to demonstrate excellent communication facilitation interpersonal skills and a strong ability to build relationships with diverse partners and navigate complex community systems.IMPORTANT INFORMATION REGARDING THIS POSITIONTime-limited Appointed employees will perform work for a specified amount of time dependent on agency funding. They are exempted by law from the rights of a merit employee and work as an at will employee.
