Job Description
Salary range is $81k to $180k with a midpoint of $129k. We also observe 12 paid holidays and provide up to 2 paid floating holidays and up to 2 paid volunteer days per year.Parental Leave: 12 weeks of parental leave for new parents.Pet Insurance discount.ORCA Card: All full-time employees will receive an ORCA card at no cost.Tuition Reimbursement: Sound Transit will pay up to $5000 annually for approved tuition expenses.Inclusive Reproductive Health Support Services.Compensation Practices: We offer competitive salaries based on market rates and internal addition to compensation and benefits youll find that we provide work-life balance opportunities for professional development and recognition from your colleagues.GENERAL PURPOSE: Under general direction supervises and coordinates the oversight of all Vehicle Maintenance functions performed under contract for the Link Light Rail System; oversees the maintenance budgets for Link; ensures contractor is following terms of the Inter-governmental agreement (IGA); analyzes the maintenance cost and operations procedures to identify improvements and/or deficiencies that may exist and works with the contractor to mitigate them through planning and ensuring that the contractor is properly equipped with the tools training and resources necessary coordinates services and operations with multiple departments and local jurisdictions to accomplish objectives; assists the division/department by meeting departmental and Agency goals and objectives; and assists the Light Rail Maintenance Manager on any and all matters as assigned.ESSENTIAL FUNCTIONS:The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional position-specific duties.Oversee the day-to-day implementation of the Intergovernmental Agreement (IGA) with Sound Transits operating partners. Monitor light rail fleet performance and review work procedures processes and results. Issue formal recommendations as needed. Track and follow through with action items to resolution.Provide guidance to operating partners concerning complex or sensitive issues and problems; establish work performance standards and initiate corrective actions when required; review existing operational maintenance and administrative policies and procedures and work with KCM and ST staff to recommend and implement improvements or modificationsEstablish goals and performance objectives for equipment availability and reliability necessary to meet daily service schedules; monitor KPIs and trends establish benchmarks and implement preventive maintenance and repair policies and procedures; ensure rail vehicle maintenance and repair operations cleanliness and performance standards are in conformance with all contractual and regulatory requirements.Performs a variety of administrative functions such as data collection filing and report preparation; creates and works with data bases and spread sheets used for a variety of analysis and reports; produces and drafts reports plans and presentations as necessary/assigned.Participate in the development and implementation of goals objectives policies priorities and budgets for assigned projects services and functional area within the Division; and make recommendations and forecasts for future funds needed for staffing equipment materials and supplies. Manage projects as needed.Coordinate with rail vehicle manufacturers engineering and project teams to identify track and resolve fleet defects reliability issues and warranty issues; negotiate settlements when required; oversee and manage fleet modifications and enhancements as-needed; coordinate communications between rail vehicle manufacturers operating partners and Sound Transit.Provide supporting data and recommendations to management in the formulation of the Light Rail operating and capital improvement budgets; manage and administer the rail vehicle maintenance budget; approve requisitions within designated authority level; monitor budget and maintain expenditures within approved levels; manage and administer vendor service supply and other related contracts as required. Provide applicable project-specific procurement assistance as needed.Participate and represent Rolling Stock in a wide variety of internal and external work groups project teams committees and task forces.Attends and participates in professional group meetings; stays abreast of new trends and innovations related to the area of assignment; maintains awareness of federal state and local regulations and impact of changes on the AgencyChampions and models Sound Transits core values and demonstrates values-based behaviors in everyday interactions across the agency.Contributes to a culture of diversity equity and inclusion in alignment with Sound Transits Equity & Inclusion Policy.It is the responsibility of all employees to follow the Agency safety rules regulations and procedures pertaining to their assigned duties and responsibilities which could include systems operations and/or other employees.It is the responsibility of all employees to integrate sustainability into everyday business practices.Act for higher-level manager as assigned.Other duties as assigned.MINIMUM QUALIFICATIONS:Education and Experience:Bachelors Degree in Engineering Planning Business Administration or closely related field. Five years of rail maintenance experience which preferably includes administrative and supervisory responsibility for a service rail system; Or an equivalent combination of education or experience.Required Licenses or Certifications:Valid state drivers license; This role will be required to travel between maintenance facilities and/or to locations throughout the full alignment.Some field/constructions sites have no public access or public transport available.Required Knowledge and Skills:Principles and practices of Light Rail Transit operations and maintenance.Knowledge of the principles practices and industry standards that support effective and cost efficient preventive maintenance and repair of light rail vehiclesKnowledge of the design components systems and equipment of light rail vehiclesAbility to read and interpret drawings schematics and chart recordings.Interpreting and using OEM manuals related to light rail vehicles and components.Ability to interpret and apply the full scope of local state and federal codes and regulations that apply to the operation maintenance and repair of light rail vehicles (APTA FTA etc)Knowledge of fleet procurement processes acceptance of vehicles and warranty administrationUnderstanding of industry standard safety rules and procedures governing rail operations and maintenanceContract management and procurement strategies. Knowledge of procurement processes and inventory management.Project management and program development techniques and principles.Preparing and analyzing complex data and comprehensive reports.Skill in statistical and operational analysisPrinciples and practices of governmental budget preparation and administration.Principles and practices of program development and administration.Policy and procedure developmentSkill in use of automated maintenance management information systems personal computers word processing spreadsheet database management presentation and similar applicationsSkill in the principles of business letter writing and basic report preparation. Ability to prepare clear concise reports and correspondences.Skill in establishing and maintaining effective working relationships and team building with other departmental staff management vendors and outside agencies. Able to work with individuals from diverse backgrounds.Skills in conflict resolution problem solving and negotiation.Interpreting and administering policies and procedures sufficient to administer discuss resolve and explain them to staff and other constituencies.Techniques to work effectively under pressure meet deadlines and adjust to changing priorities and produce detailed quality work within tight time frames.English usage spelling grammar and punctuation. Able to respond to inquiries with effective oral and written communication.Physical Demands / Work Environment: Work is performed in a standard office field shop warehouse transit environments with periodic visits to maintenance work areas storerooms and off-site storage facilities as required.Positions working in field may occasionally be exposed to dangerous machinery extreme weather conditions physical harm hazardous chemicals and/or extreme noise.Position includes 24-hour on call program and weekend/night shifts; position is responsible for providing supervision and maintenance of emergency repairs.Position is responsible for making site visits to oversee repairs and perform inspections in locations that include but are not limited to tracks tunnels elevated structures and confined spaces.
