This role serves as the enterprise owner of the Drug and Alcohol Follow‑Up and 2nd Chance Program and is accountable for the most compliance‑critical and enforcement‑sensitive elements of the company’s drug and alcohol testing program. The Supervisor exercises judgment over positive test resolution, refusals, return‑to‑duty eligibility, and follow‑up testing compliance in accordance with 49 Code of Federal Regulations Part 40 (49 CFR Part 40) and 14 Code of Federal Regulations Part 120 (14 CFR Part 120).

- Own and govern all processes related to verified positive drug and alcohol tests, refusals, cancelled tests, and related regulatory determinations under 49 CFR Part 40 and the company’s Designated Employer Representative (DER).
- Serve as program owner for the Drug and Alcohol 2nd Chance Program, overseeing Substance Abuse Professional (SAP) engagement, treatment verification, return‑to‑duty eligibility, and follow‑up testing plans.
- Exercise regulatory judgment to authorize or deny return to safety‑sensitive duties based on strict adherence to Department of Transportation (DOT) and FAA requirements.
- Ensure all case documentation, determinations, and testing records are accurate, complete, timely, and audit‑ready.
- Lead, coach, and hold accountable a team responsible for high‑risk case management, documentation integrity, and compliance execution.
- Coordinate closely with Third Party Administrators (TPAs), Medical Review Officers (MROs), SAP vendors, Legal, Labor, and internal stakeholders to ensure regulatory requirements are met without exception.
- Identify systemic risk, repeat findings, and compliance trends, and implement corrective actions to prevent recurrence of non‑compliance.
All you'll need for success
Minimum Qualifications- Education & Prior Job Experience
- Bachelor’s degree
- 4 years of experience in a compliance, regulatory, or risk‑based role.
- Demonstrated experience managing DOT or FAA regulated programs, preferably involving drug and alcohol testing or safety‑sensitive functions.
Preferred Qualifications- Education & Prior Job Experience
- Bachelor’s degree in Human Resources, Business, Safety, or a related field, or equivalent experience.
- 5 years of experience in DOT or FAA regulatory compliance, audit response, or enforcement‑sensitive program management.
- Direct experience managing positive test resolution, return‑to‑duty determinations, and follow‑up testing programs.
Skills, Licenses & Certifications
- In‑depth knowledge of DOT drug and alcohol testing regulations, including 49 CFR Part 40 and 14 CFR Part 120, with specific expertise in positive test handling, refusals, return‑to‑duty, and follow‑up testing requirements.
- Strong understanding of FAA Drug Abatement inspection expectations, audit methodologies, and enforcement risk.
- Advanced regulatory interpretation skills with the ability to apply complex requirements to real‑world operational scenarios.

- Strong understanding of complex rules-based processes and the ability to interpret and apply policy or contract language.
