As a Supply Chain Subcontract Specialist - Level 3, you'll be a linchpin in missions of paramount importance, defining the art of the possible from day one. This position is located in Chandler, AZ.In this job, you will:Be responsible for supporting multiple products across programs with several suppliersProcure and manage medium to high value and risk subcontracts and general procurement, including long term agreements and OA’sPrepare bids, evaluate bids, select suppliers and negotiate price, terms and conditions, delivery, quality and serviceManage supplier performance, along with Supplier Performance Specialist, from issuance of order through close-outInterface with Supply Chain Management, Program Planners, Quality, Receiving and Program Management and Supplier's Management teamMay mentor junior staff membersJob Responsibilities:Review Purchase Requisitions for completeness and obtain additional information considered necessaryPrepare Request for Quotation (RFQ)/Request for Proposal (RFP) and identify sources eligible to receive RFQ/RFP for complex and/or non-routine procurement requirementsEvaluate suppliers' quotes/proposals for compliance with RFQ/RFP and fact find suppliers' proposalsCo-lead in the source selection team for competitive procurementsPerform a cost and/or price analysis to determine price reasonablenessNegotiate with suppliers on price, schedule, and terms and conditions, and any other contractual requirements -may lead negotiations with supplierMake subcontract awards to suppliers and document the subcontract folders in accordance with the local procurement policies and procedures, including long term agreementsManage supplier performance, along with Supplier Performance Specialist, during subcontract execution, including, but not limited to, managing supplier delivery schedule, processing invoices for payment, managing Subcontract submittalsWork in and support cross functional program teams including, but not limited to, Supplier Performance, Supply Chain Program Management, Contracts, Engineering and Finance along with other supporting organizations across NorthropAdhere to strict government and company compliance processes and policies with the ability to understand complex compliance requirements in accordance with company policiesPerform subcontract close-outs in accordance with the local procurement policies and proceduresBasic Qualifications:Bachelor's degree and at least 5 + years of contracts, supply chain, procurement, or related business experience -OR - a Master's degree and at least 3 + years of supply chain, procurement, or related business experience; in lieu of degree an additional 4 + years of experience may be consideredKnowledge of the government acquisition process with a strong knowledge of Federal Acquisition Regulation (FAR) and agency supplements, such as Defense Federal Acquisition Regulations (DFARS), NASA (NFS)Microsoft Office Suite (Word, Excel, Powerpoint)Preferred Qualifications:Experience with Deltek Costpoint.Self-Starter with problem solving skills.Curious about all the exciting developments with the Northrop Grumman Space Sector? Click the link below:Primary Level Salary Range: $81,400.00 - $122,000.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
