Since 2007 ZemiTek has provided technical assistance project management information technology (IT) knowledge management monitoring and evaluation training and learning development and institutional support services.Position DescriptionGlobal Solutions Ventures (GSV) a joint-venture partnership between ZemiTek LLC and Dexis Consulting Group is implementing the Long-term Exceptional Technical Assistance Project (LEAP Global) a mechanism originally used by USAID to battle against infectious diseases such as malaria HIV/AIDS tuberculosis neglected tropical diseases and pandemic influenza. As of July 1 2025 LEAP Global transitioned to the U.S. Department of State (DOS). This initiative aims to address the complex human resource challenges faced by national infectious disease programs in the USA-supported countries.The intervention of this project is to hire and embed technical expert advisors and subject matter experts within government entities. By directly embedding the technical expertise within the national programs LEAP provides long-term sustainable lifesaving support to empower host governments to lead and manage key aspects of their infectious disease portfolios and improve coordination between the U.S. Government and the host country.The Supply Chain Technical Assistance Specialist will provide expert support to the Foreign Assistance Office in implementing the bilateral MOU with Malawi planning and developing new government-to-government (G2G) agreements strengthening integrated delivery of health services exploring commercial partnerships with the U.S. and advancing other strategic priorities under the America First Global Health Strategy. The incumbent will work closely with the Government of Malawi GHSC-PSM and other USG implementing partners faith-based organizations private for-profit health and development partner stakeholders to ensure effective efficient and sustainable delivery of health commodities with a focus on local ownership integration and performance accountability.ResponsibilitiesImplementation of Bilateral MOUAssist in planning and coordinating the procurement of health commodities in line with the annual funding and transition targets set in the MOU.Support the transition of procurement responsibilities from U.S. Government mechanisms to Malawis systems as scheduled.Facilitate regular joint reviews with government counterparts to assess progress identify challenges and recommend corrective actions to ensure achievement of health outcomes and transition to self-reliance.Development of Government-to-Government (G2G) AgreementsLead technical support for the design negotiation and establishment of new G2G agreements focusing on transitioning commodity support and technical assistance from U.S. implementing partners to national and subnational government entities.Advise on cost structure alignment integration with national strategies and risk mitigation.Support capacity building for government partners to manage financial programmatic and reporting responsibilities under G2G agreements.Document lessons learned and develop guidance for scaling successful G2G models.Strengthening Integrated Supply Chain SystemsFacilitate the implementation of integrated health care commodity supply chain systems including the use of pooled procurement vehicles and distribution channels for public and other health facilities.Support Malawi to develop an integrated supply chain information system that provides end-to-end data visibility and effectively provides management level data for performance monitoring and decision-making.Support the Malawi government transition core data of parallel supply chain systems to the integrated system to facilitate structured data reporting and monitoring.Support Malawi in meeting ISO warehouse standards and implementing GS1 global standards for commodity tracing as applicable.Support the training and integration of supply chain personnel including the transition of sample transport diagnostic network optimization and quality improvement accreditation support from U.S. Government to Malawi by the specified deadlines.Help develop and implement systems for detecting investigating and responding to incidents of theft diversion or falsification of health commodities.Advancing Other Key Areas of the Global Health StrategySupport the integration of U.S. health foreign assistance programs across disease areas (HIV TB malaria MCH GHS) in order to meet transition targets in the bilateral health MOU.Promote the use of private sector solutions and American health innovations in supply chain management and data systems.Assist in the development and implementation of robust performance monitoring systems including data sharing agreements and transition metrics.Provide technical input to ensure compliance with U.S. laws regulations and bilateral MOU terms including co-investment and performance requirements.Reporting:The Senior Advisor will provide a detailed monthly report to the U.S. Department of State submitted by the 5th day of the following month. Additionally the Specialist will submit a weekly progress report to the U.S. Department of State (and participate in weekly calls) to include a short paragraph about main successes for that week. The format for reporting may be adjusted with concurrence from the AOR/COR.Location:The Supply Chain Technical Assistance Specialist will work 20% of his/her time directly with the U.S. Embassy Foreign Assistance Team and 80% of his/her time embedded with the Government of Malawi.Deliverables:Technical assistance plans and progress reports for MOU implementation and G2G agreement development.Guidance documents and training materials for government and faith-based partners.Reports on the integration of U.S.-funded programs into national systems and the scale-up of integrate service delivery models.Performance monitoring and evaluation reports including recommendations for continuous improvement.Documentation of best practices and lessons learned for dissemination across the Foreign Assistance Office and partner countries.QualificationsBachelors degree or higher in Supply Chain Management Logistics Public Health Pharmacy Business Administration or a related field. Masters degree preferred.Minimum of 7 years of progressively responsible experience in health supply chain management.Demonstrated experience with procurement warehousing distribution and inventory management of health commodities.Familiarity with international standards such as ISO warehouse standards and GS1 global standards for supply chain management.Experience supporting the implementation of electronic inventory management systems and data reporting tools.Proven ability to build capacity and train government or partner staff in supply chain best practices.Strong analytical problem-solving and organizational skills.Excellent written and verbal communication skills in English and Chichewa.Experience working with bilateral or multilateral donors (e.g. U.S. Government Global Fund World Bank) is highly desirable.Ability to work collaboratively with government officials donors and other stakeholders in a multicultural environment.What We BelieveZemiTekis committed to the full inclusion of all qualified individuals.
