Additionally the division is responsible for the distribution of state and local taxes ensuring compliance with the Uniform Unclaimed Property Act and returning unclaimed property (UCP) to the rightful owners. It will be to the applicants advantage to submit materials as soon as possible.DutiesAs a Management Analyst 5 (MA5) in the Taxpayer Account Administration (TAA) division this position reports to the divisions Program Manager performing several duties that include:Providing data extraction compilation analysis and reporting for division management and staff on complex tax information and division performance.Serving as an expert level management analyst.Coordinating and completing varied and complex analytical projects including creating and managing division data dashboards and Capital Gains 1099-B intake compliance analysis and reporting.Conducting research and analysis and consulting with the TAA Division Management team.Conducting system testing within the agencys Automated Tax and Licensing Administration System (ATLAS).Supporting division records management and retention as division liaison with the Information Governance Office.QualificationsRequired Qualifications:Demonstrated ability to perform advanced data analysis and reporting in a public-sector or complex regulatory environment applying expert-level analytical skills to support strategic decision-making and operational effectiveness.Demonstration of the below technical skills:Proficiency in Power BI Excel (advanced functions pivot tables) SharePoint and other business intelligence tools.Ability to create maintain and interpret complex reports and dashboards.Strong understanding of public data use records management and transparency requirements (e.g. public records laws).Ability to communicate clearly and effectively in writing.Analytical thinking and problem-solving skills including the ability to methodically research and analyze a subject in order to discover facts come to a conclusion and/or develop a plan of action based on the facts discovered or the conclusion drawn.Ability to effectively express ideas and information verbally using language that is appropriate to both the complexity of the topic and the knowledge and understanding of the audience.Ability to plan and develop presentations intended for a broad and varied audience using a variety of visual aids.Ability to review documents for correctness and appropriate application of tax law.Ability to effectively organize multiple assignments sometimes complex in nature or involving competing priorities to produce accurate thorough and timely work products.Demonstration of the below interpersonal/soft skillsAbility to effectively handle highly stressful or adverse situations making good decisions working calmly and accurately and helping to calm others.Ability to take action to learn and grow.Taking personal responsibility for the quality and timeliness of work.Ability to earn the trust respect and confidence of co-workers and customers through consistent honesty forthrightness and professionalism in all interactions.Uses an equitable and inclusive approach to actively seek to understand and appreciate the diverse backgrounds perspectives and experiences of colleagues customers and communities.Encourages an inclusive culture where everyone feels valued and respected.Experience in communicating effectively across a broad spectrum of personnel/managerial levels and maintaining relationships with external units or partners using excellent communication skills for meeting facilitation networking team building and department policy.Proficient knowledge of the following:Working knowledge of technologies necessary to conduct job functions such as Microsoft office applications Outlook Word Excel PowerPoint Project and Visio SharePoint Power BI the internet etc.Preferred/Desired Qualifications:Bachelors degree in business administration public administration accounting or a related field.Thorough knowledge of the Automated Tax and Licensing Administration System (ATLAS) used to maintain and adjust taxpayer information.At least 1-year professional experience performing data analysis using the ATLAS My Search data tool.Thorough knowledge of tax administration programs policies and procedures in the Taxpayer Account Administration Division.Basic understanding of Lean Six Sigma methodologies principles and practices.Knowledge of the following:Washington Revenue Act of 1935 as amended.Rules policies and procedures of the Department of Revenue.State tax structure and tax administration.Legislative process.Department correspondence guidelines to include Plain Talk style of writing.How do I applyComplete the online application in detail and submit the following:Attach a cover letter detailing your interest and experience specific to the required qualifications of this position.
