TITLE: Title IX Coordinator and Compliance OfficerDEPARTMENT: Human ResourcesREPORTS TO: Director of Human Resources   CLASSIFICATION: Staff-12 monthsEFFECTIVE DATE: TBDSTANDARD WORK HOURS: 37.5 hours per weekEMPLOYMENT STATUS: Full-Time EMPLOYMENT CLASSIFICATION: Exempt JOB SUMMARY:Under the general direction of the Human Resources Director, the Title IX Coordinator and Compliance Officer serves as a primary resource for faculty, staff, and student rights and responsibilities. The Title IX Coordinator and Compliance Officer provides oversight in the areas of Title IX issues and peer training for staff, faculty, and administrators at Kentucky State University. The Title IX Coordinator and Compliance Officer will also be responsible for overseeing and coordinating Title IX investigations, responses, and resolutions to complaints. The mission of the University is to serve as a resource for helping students resolve university-related issues and concerns and advance to earn their degrees. We are committed to supporting the academic success of students by fostering the development of integrity and problem-solving skills; teaching self-advocacy and personal responsibility; and providing students with opportunities to learn and practice the fundamental principles of good citizenship and responsible leadership. Develops, oversees, and maintains processes for receiving all Title IX complaints and reports of sexual harassment, sexual violence, and related allegations of misconduct. Keeps affected parties apprised of the status of complaints. Ensures investigations of reports and complaints of sexual misconduct are adequate, reliable, timely, confidential, and impartial. Manages cases in compliance with Title IX and Clery requirements.Works with investigators on proposed sanctions for sexual misconduct before they are imposed to ensure they are reasonably calculated to stop the sexual misconduct and prevent its recurrence.Collaborates with the KSU General Counsel as the institutional custodian and/or serves as the custodian of record of all Title IX, harassment, discrimination, sexual misconduct (including sexual assault and inappropriate sexual conduct), domestic violence, dating violence, stalking, and related retaliation records for internal and external reporting purposes by maintaining documentation and records of complaints, investigations, and reports. Safeguards their confidentiality.Works collaboratively with Title IX staff to ensure informed and consistent communication in policy implementation, and provides oversight of investigations and grievance procedures.Provides educational programs regarding discrimination and sexual harassment prevention; prepares and disseminates educational material, including brochures, posters, and web-based materials that inform members of the campus community of Title IX rights and responsibilities. Delivers training to college constituents to promote knowledge of institutional policies and pertinent federal and state standards.Collaborates with other departments to ensure Title IX policy is communicated to all constituencies. Works to strengthen the culture that supports a safe and respectful learning, working, and living environment on campus. ESSENTIAL JOB FUNCTIONS:Monitors, audits, and oversees compliance of University policies and procedures to ensure assigned federal and/or state compliance obligations are satisfied. Provides documentation of these efforts. Federal and state regulatory compliance areas include, but are not limited to: Title IX of the Education Amendments of 1972 (Title IX), the Violence Against Women Reauthorization Act (VAWA), Campus SaVe Act, Americans with Disabilities Act/Section 504 of the Rehabilitation Act of 1973 (ADA), the Clery Act, the Occupational Safety and Health Act of 1970, and Title VII of the Civil Rights Act of 1964.Monitors policy and standards related to environmental, health, and safety matters for all faculty, staff, and students on campus. Serves as a resource in environmental, health, and safety matters.Recommends solutions to identified areas of compliance exposure and reviews solution implementation, if applicable.Acts as the Operational Guide (principles and policies of the college) repository, facilitating approved changes and communicating updates.Works closely with the General Counsel’s office, Human Resources, Student Affairs, Athletics, and Campus Police. KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED: The Title IX Coordinator and Compliance Officer will be an experienced, collaborative, and agile leader who builds enduring relationships with a deep understanding of the complexities and challenges of the KSU student demographic.Ability to oversee employees and the investigative process and review writing to ensure a high-quality product.Ability to maintain neutrality and work under stress.Strong and effective interpersonal skills; the ability to listen well and demonstrate sensitivity to and respect for individual needs.Ability to work as part of a University-wide community to resolve complaints in a neutral and sensitive manner.Ability to establish and maintain professional and productive working relationships with staff at all levels at the University.Ability to read and interpret complex legal documents to evaluate their impact on University policy and procedures.Ability to recommend solutions to identified areas of compliance exposure and review solution implementation, if applicable. SUPERVISORY RESPONSIBILITY: This position does have supervisory responsibility.  WORKING CONDITIONS AND PHYSICAL EFFORT:   Work is normally performed in a typical interior and/or office work environment.No or very limited physical effort is required.No or very limited exposure to physical risk.             OTHER DUTIES: Perform other duties as assigned.  QUALIFICATIONS: The successful candidate will have a master's degree in higher education administration or a related field in combination with at least seven (7) years of progressively responsible leadership roles in higher education or related fields, as well as experience training and developing staff.   Licensing and Certifications: NA  Applicants must be authorized to work for any employer in the United States.
