DescriptionThe County Auditor Treasurer is responsible for overseeing and managing the operations functions and personnel of the Auditor Treasurers Office engaged in duties to include the administration of the property tax system; the settlement of delinquent taxes and special assessments; serves as the Chief Election Administrator for the County; serves as a member on the County Board of Appeal & Equalization County Canvassing Board & Extension Committee; administration of the Countys accounts payable/receivable activities; and oversight of maintaining records and accounting for the County Ditch System. The County Auditor Treasurer serves as the financial officer of the County by providing oversight and direction concerning the investment collection and disbursement of County funds; serves as a custodian of all County funds and assets.Sibley County requires that this application be filled out completely if you would also like to send a resume and cover letter you can direct them to Duties/ResponsibilitiesSupervises and oversees the activities of department personnel assisting in and performing elections administration; property tax administration and collection; centralized financial auditing and accounting (e.g. entering and coding accounts payable/receivables fixed asset; financial reporting); and the permanent preservation of the tax information and other statutory functions of the Auditor Treasurers Office.Interviews and hires new employees.Delegates assigns and determines work requirements and activities for positions within the department.Evaluates monitors performance and conducts performance reviews.Handles employee personnel actions.Provides training opportunities for staff.Works with staff to develop them both professionally and personally.Develops department operating procedures and processes.Submits department budgetary requests for the Auditor Treasurers Office.Assists customers with challenging situations.Presents to the County Board on behalf of the department.As the Chief Election Administrator is responsible for all aspects of the election process and election administration within the County.Supervises oversees and monitors activities of elections personnel.Oversees the maintenance and functions of voter registration.Develops and establishes election processes and procedures for the County implementing new laws as required.Participates in and/or trains local election judges city and township clerks.Oversees the preparation and distribution of ballots absentee ballots and election materials.Oversees the testing and maintenance of voting equipment.Oversees and/or assists in the reporting of election results to the MN Secretary of State.Certifies candidate filings and candidate campaign finance reporting.Maintains the security of the Statewide Voter Registration System (SVRS) ensuring all Federal Help America Vote Act requirements are met.Certifies election equipment and all accuracy testing absentee voting process while identifying and addressing any issues or inaccuracies in election activities.Serves as a member of the County Board of Canvass.Oversees and manages the administration of the Countys centralized financial/fiscal auditing accounting and reporting (e.g. fund accounting cash management fund balance accounts payable/receivables payment plans and options fixed asset management debt and financial reporting cash flow) in accordance with laws and acceptable accounting procedures and methods.Plans for and implements accounting services (e.g. external audits).Oversees the maintenance of all financial records and accounting for all receipts disbursements financial statements disbursement of tax collections fixed asset accounting and monitoring of the county revenue budget and other budgets.Supervising and overseeing a records management system and records retentions operations.Processes all funds received and disbursed by the CountyAdministers and oversees property tax administration to include:Calculates property taxes for the County by collaborating and working with other taxing authorities to receive necessary information in order to disburse tax statements county-wide.Collects and receipts in property taxes.Responsible for the permanent preservation of tax records truth-in-taxation notices calculations of property taxes and determining tax capacity rates necessary to generate the taxes for various subdivisions to meet their obligations.Supervises and oversees the preparation distribution of tax statements the collection of delinquent property taxes and the settlement/distribution of taxes and special assessment to jurisdictions/districts within the County.Serves as a voting member and secretary of the County Board of Appeal and Equalization.Oversees the administration of the County and joint ditch systems and the individual accounting of each system.Responsible for the permanent preservation of ditch records proceedings and maps.Responsible for oversight of the cash flow needs of the County to provide for proper liquidity and to ensure the obligations of the County are met. Oversees investments for the Countys portfolio. Monitors cash and investments at each banking institution in relation to FDIC coverage.Oversees the administration of the Countys procurement card program. Formulates recommends and monitors County policies card usage and cardholders. Manage and implements purchasing plans and electronic ordering systems.Employees must consistently report to work as scheduled and maintain regular attendance.Performs other duties of a comparable level or type as required.Keeps abreast of changing development trends and technologies in areas of expertise and responsibilities.Attends conferences seminars regional meetings and serves on various professional organizations.Serves on various committees task forces or special projects as appropriate.Minimum RequirementsBachelors degree in Business Public Administration Political Science or closely related field or equivalent combination of education and experience.Requires a valid drivers license in the State of MN. Minimum of 5 years of experience in the area of elections property tax finance accounting or government administration.Within 3 years of hire may be required to obtain various State of MN certifications including: Completion of MN Department of Revenue Property Tax Calculation Certification; Certification for County Auditor Treasurer; County Election Administrator Certification; County Board of Appeal & Equalization Training.Additional InformationMedium Work:Exerting up to 50 pounds of force occasionally and/or a negligible amount of force constantly to lift carry push pull or otherwise move objects in the performance of the job most frequently being election equipment.Unusual or hazardous working conditions related to performance of duties:While the incumbent may be subject occasionally to irate or angry citizens making the job less than desirable the physical and environmental hazards and risks associated with the job can be characterized as minimal.Other Necessary RequirementsEssential knowledge and specialized subject knowledge required to perform the essential functions of the job:Accounting payroll and levy practices and procedures (GASB) (COFARS) (GAAP).Property tax processes principles and practices.Knowledge of laws rules statutes and regulations pertaining to payroll tax reporting elections and other office responsibilities.Knowledge of legal descriptions and statutes pertaining to property taxes.Fundamentals of supervision and management principles and concepts.Understanding of the state voter registration system; election laws rules and processes.Knowledge of data privacy laws practices and record retention requirements.Knowledge of ditch rules and regulations map and ditch plans.State County and Federal ordinances rules and regulations pertaining to responsibilities.Principles of computers accounting software applications databases and specialty software used in accounting and/or tax administration and general business productivity applications/software (i.e. internet browsers email word processing spreadsheets presentational software etc.).Skilled in:Public relations presentational and public informational skills in addressing questions issues and concerns regarding program functions and procedures of rural residents Ag groups farmers supervisors and co-workers.Organizational and time management skills.Discretion and judgment in negotiating and resolving conflicts and/or determining appropriate enforcement actions to obtain compliance.Planning organizing and overseeing election procedures processes and reporting.Knowledge of laws and guidelines in association with drainageGIS proficiency in specified tasksManaging supervising monitoring training and assisting other departmental staff in the performance of their job assignments within the department.Establishing and maintaining effective working relationships with employees other departments vendors other governmental agencies and the general public.Interpreting understanding and applying statutes regulations and guidelines pertaining to departmental activities functions and job responsibilities.Formulating and implementing procedures and processes to ensure departmental functions are performed with attention to detail accuracy and precision.Supervising implementing and maintaining accounting and recordkeeping for the County in accordance with departmental processes and procedures.Preparing and generating financial reports and summaries required by federal state or local agencies and/or officials.Operating using and applying accounting software applications or specialized programs used within the Auditor Treasurers office.Organizing and coordinating the processing and distribution of tax statements and disbursements of property taxes to governmental entities within the County.
