Job DescriptionJob DescriptionVolunteer Position - No CompensationHours: Four hours per monthClosing Date: Open Until FilledDavis County Library--Board of DirectorsPreference for volunteers located in the following cities: Syracuse, Clearfield, Clinton, or West PointThe responsibilities, skills, knowledge and qualifications in this job description are representative of those which the County Commission may consider as they select Board Members, and which Board Members may expect as they consider appointment. The responsibilities are also representative of the expectations which the County Commission has for determining that a Board Member is performing his or her duties at a satisfactory level.Responsibilities--individually and as a volunteer member of the Board:Approves and adopts written policies to govern library operation and use; assists ininterpreting library policies to the public.Adopts goals and objectives for the library and reviews progress in achieving them.Adopts by-laws for Board procedures and conducts business in accordance with them. Attends and participates in Board meetings on a consistent basis.Reviews reports, solicits information, and obtains feedback from the community regarding library operations; utilizes library personally as a means of evaluating services.Examines and makes recommendations on draft budget requests; certifies annual budget tosend to County Commission for consideration.Monitors financial operations of library; reviews expenditures in accordance with theapproved budget; requests budget changes as necessary.Attends public functions, such a budget hearings, as needed to answer questions about library administration and operations, to supply facts, and to explain and interpret policies, finances and plans.Appoints a competent library director in conformity with state laws and County personnelpolicies.Seeks cooperation with Davis County officials, including those serving in the StateLegislature, and works with them to advance the interest of the Davis County Library and thegeneral environment for libraries in the state.Attends and participates knowledgeably in all Board meetings and decisions and assuresconformity to legal responsibilities of public bodies.Follows appropriate procedures and laws for budgeting, contracting, hiring, auditing, etc.,and avoids conflict of interest situations.Works with the Library Director to accomplish library goals and implement policies and oversee library operations.Qualifications:Resident of Davis County Library taxing area.Involved in Davis County community, civic or educational activities.Willing to participate in board activities at least four hours per month for four years.Willing to serve without compensation.Willing to improve knowledge of issues related to duties as a member of the Board.Knowledge, Skills and Abilities:Knowledge of library operations from a user's point of view.Knowledge of budgeting and finance.Ability to engage in planning processes.Knowledge of local laws related to library operations.Knowledge of local government structure and operations.Knowledge of political processes.Ability to participate effectively in public deliberations, and to speak effectively as arepresentative of the Board.Job Posted by ApplicantPro
