As part of the Water Resources Bureau team the Project Manager will conduct professional - level technical and administrative work in the areas of water resources for large scale water supply projects. The successful candidate will manage water supply projects including review of technical data utilization of project milestone tracking databases schedule/budget modifications and/or contract amendments review and approval of invoices and grant tracking while working in coordination with water wastewater and reclaimed utilities and water supply authorities to plan and implement regional water supply projects in coordination with cooperators and other District staff. The starting salary will be based on the education and experience of the successful candidate. The District conducts annual performance evaluations that may award applicable pay increases based on positive employee performance.Essential FunctionsAnalyzes all features associated with the development of potable water alternative water supply and reclaimed water projects including feasibility planning design cost effectiveness and construction of project components based on sound technical principles.Conducts technical review of projects within expected time frames and established requirements. Applies appropriate analytical techniques to water resource projects and makes sound recommendations.Performs project management duties including evaluation of requests for proposals and bids review of applications for our Cooperative Funding Initiative contract negotiations contractor oversight and cost tracking against budgeted funds.Serves as a technical resource and liaison between water supply utilities other agencies local governments consultants and members of the public.Prepares reports including recommendations agreements specifications contracts and other related correspondences and updates key stakeholders as needed.Communicates scientific and technical information in various formats such as charts graphs briefings reports and/or presentations.Uses appropriate software databases modeling systems and other technology.Depending on experience may act as the technical contact coordinator or lead on large scale regional teams and oversee the work of assigned staff or contractors.Participates in and coordinates in emergency management activities other departmental activities and performs other duties as assigned.Provides technical guidance in support of long-range water supply and water resource development planning.Coordinates with and participates in Regional State and National reclaimed and potable water organizations.Working ConditionsIn-office:Standard office environment and equipment such as personal computer copier etc. Occasional travel may be required. Ability to perform continuous repetitive tasks (to include keyboarding and driving) with one or both hands and feet is required.In-field:Work performed in the field may often be in remote and undeveloped areas of the District under adverse weather conditions. Travel and some outdoor labor may be required. May be exposed to extremes in elements temperature and humidity and to a variety of pests including mosquitoes and ticks.Must be able to able to bend lift carry and reach above shoulder level. May occasionally require the ability to lift and carry objects weighing up to 20 pounds.
